"The three hundred plain clothes men of the Metropolitan Police Special Branch have the main responsibility for the safety and security of foreign Heads of state or their representatives, here for Sir Winston's funeral. Many of them will arrive at London Airport. Here, of course, the Ministry of Civil Aviation has its own uniformed, and plain clothes police force, but there are, in addition, thirty Special Branch men permanently stationed here keeping a twenty four hour watch on comings and goings. If any of the visiting Heads of State is thought to be in any way to be a likely target for attack or demonstration, a Special Branch Protection Officer will meet the plane that he comes in, on the tarmac, and stay with him until the end of his visit, if necessary lodging with him in the same hotel. A uniformed constable will be on twenty four hour duty outside where ever the Head of State is living, and if its thought necessary, that uniformed constable may be armed as well as the Special Branch men. If a visitor brings his own bodyguard, with him and they carry guns, then licenses for those guns will be issued to them on arrival. As a matter of fact, trouble occurred in 1956 over that very point, when Bulganin and Khrushchev came to Britain. The Special Branch will also keep watch on known cranks or leaders of political minority groups from countries who's heads of state are here. By and large they will have the main job, but in the final analysis the uniformed man on the beat is the best guarantee of the safety of our visitors while they're in Britain".
