(Original Caption) White House Press Secretary James Hagerty, right, is shown handing out to White House newsmen copies of President Eisenhower's special message to Congress on Formosa today. The President asked Congress for authority to use US military power to help defend Formosa against what he described as a serious threat of invasion by Red China. The Chief Executive said this authority would be used only to defend islands which are considered vital to the protection of Formosa and the Pescadores Islands.
